Dr. Bill Brantley

Fractional Executive (Chief Learning Officer)

Dr. Bill Brantley is the founder of BAS2A (Brantley Advanced Social Science Applications), a fractional Chief Learning Officer consultancy helping federal, state, and local government agencies build more effective and equitable learning programs. With a PhD in Public Policy and Management and credentials as a Certified CLO, CPTD, CPTM, and PMP, he brings over 20 years of federal learning and development experience from agencies including the USPTO, Navy Office of Inspector General, OPM, and FHFA, where his work included an independently verified $11:$1 ROI training program. A part-time faculty member at the University of Louisville, Dr. Brantley has designed and delivered instruction to more than 250,000 learners worldwide through MOOCs on edX and Coursera, with a particular focus on making complex training accessible through gamification, simulation-based learning, and trauma-informed instructional design methods. He is passionate about reimagining how public-sector organizations design learning experiences that work for everyone, regardless of background, ability, or prior access to formal education.
